Flagler Avenue Key West
Monroe County is in the planning phase of proposed improvements to Flagler Avenue in the City of Key West. Improvements will include reconstructing the roadway and replacing the existing gravity drainage system, which no longer functions well during seasonal king tides.
The project includes a new stormwater management system consisting of a collection system, treatment units, pump stations, and injection wells. Two pump stations are proposed along the project corridor.
- Pump Station No. 1 is planned on the northwest corner of the intersection of Government Road and Linda Avenue.
- Pump Station No. 2 is planned on the north side of Flagler Avenue between the existing skate park and the existing city pump station.
Schedule and Timeline
Construction is tentatively planned to begin in early 2027. FDEM and FEMA will begin reviewing the plans in the spring of 2026, and a final construction start will be determined once they authorize the project. A public involvement meeting detailing the scope and schedule of the proposed improvements is planned for fall 2026.
License Agreement Information
Monroe County is using license agreements as the instrument to gain temporary permission from adjacent property owners for roadway improvements that require work outside the public right-of-way. On the Flagler Avenue project, this situation typically occurs during:
- Driveway harmonization: adjusting slopes, grades, and tie-ins so that reconstructed roadways connect smoothly with private driveways
- ADA compliance: grading near new curb ramps or sidewalks to meet accessibility standards.
- Reconnecting existing features: ensuring landscaping, drainage, and other property features integrate with the highway improvements.
License agreements are appropriate for this work because:
- The improvements benefit the property owner.
- No compensable impact to property use occurs.
Property Owner Signature on License Agreement Documentation
As part of the documentation required before FDEM/FEMA review, Monroe County must have signed license agreements on file for all project impacts occurring outside the public right-of-way. Documentation will be provided with further details on why a license agreement is required for your property, including an exhibit showing the affected project area. It is important to note that if an owner refuses to sign, Monroe County will not perform work outside its right-of-way.
