Duck Key Bridge Updates

Feb. 20 Update

Harbour Drive Bridge: County staff is coordinating with the fence contractor to schedule the installation of a fence along the right-of-way on all four sides of the Harbour Drive Bridge to prevent access to the canal. The material has been ordered, and installation is anticipated in approximately 2 weeks.  

Seaview Drive Bridge: General Asphalt/AEB completed the drainage installation, construction of the concrete walls adjacent to drainage outlets, and minor concrete work under the bridge, and opened the Seaview Drive Bridge for two-way traffic on Feb. 19. The contractor is completing swale construction and sod placement along the sides of the bridge, expansion joint installation, and signage installation. Permanent striping and reflective pavement markers will be installed along West Seaview Drive and in the vicinity of the bridge next week, and General Asphalt will complete punch list items, such as paint touch-up, final signage, site clean-up, and maintenance-of-traffic equipment removal, through next week.

Change order No. 1, which added milling and resurfacing of West Seaview Drive from the intersection with Corsair Road to the Seaview Bridge, extended the contract date of substantial completion to Feb. 10, 2026; the bridge was opened fully on Feb. 19.

County staff will obtain a cost proposal to install a fence along the canal on all four sides of the Seaview Drive Bridge to prevent access to the canal from the right-of-way.

Feb.6, 2026

Harbour Drive Bridge: American Empire Builders completed all punch-list items on the Harbour Drive Bridge. The project walk-through with the engineer of record, CEI, and county staff was conducted on Jan. 25.  The project is complete.

County staff has received a proposal from the fence contractor to install a fence along the right-of-way on all four sides to prevent access to the canal and will coordinate with the contractor to schedule the work.

Seaview Drive Bridge: General Asphalt/AEB completed the traffic railing and sidewalks at the Seaview Drive Bridge the week of Jan. 26. The bridge approach roadway paving was completed on Wednesday, Feb. 4, and the contractor anticipates fully opening the bridge early next week. Milling and resurfacing West Seaview Drive from the intersection with Corsair Road to the Seaview Drive Bridge was added to the project by Change Order No. 1. Paving was completed on Feb. 5, and the contractor is installing striping. Bridge expansion joint installation, signage, bridge painting, and construction of cast-in-place concrete walls adjacent to the drainage outlets on the north side of the bridge remain to be completed.   

Change Order No. 1, which added milling and resurfacing of West Seaview Drive from the intersection with Corsair Road to the Seaview Bridge, extended the contract date of substantial completion to Feb. 10, 2026. The contractor anticipates completion of the project by Feb. 19.

Jan. 27, 2026

Toms Harbor Bridge on Duck Key

A construction contract with Freyssinet, Inc., in the amount of $1,196,041 for construction repairs to the Toms Harbor Channel Bridge, which connects Duck Key to U.S. 1, is on the Jan. 28 Monroe County BOCC agenda for approval. Freyssinet, Inc. was the lowest responsible bidder among the five bids received on Dec. 3, 2025.  The contractor will mobilize and begin work in March 2026, and the work is scheduled to take 365 days to reach substantial completion.

The engineering design and permitting phase of the project began in 2023; also in 2023, staff applied for and received grant funding through the Florida Department of Transportation (FDOT) Small County Outreach Program (SCOP) grant program to partially fund the construction and construction engineering and inspection (CEI) phases of the project. The work will occur mainly on the bridge superstructure and substructure (under the deck) and will consist of concrete spall repair on the beams, diaphragms, bents and abutments, cleaning, repairing, or replacing corroded steel rebar and/or reinforcing strands in the beams, and repairing cracks in concrete. Pile jackets with cathodic protection will be installed on several concrete piles. The bridge will remain open to two-way traffic, but traffic will need to be shifted off the outer bridge beam while work is underway. This will be done by removing the sidewalk along the bridge to create sufficient width to maintain the two lanes of traffic.  The sidewalk will be replaced when work is complete.

Freyssinet, Inc., headquartered in Virginia, is a bridge contractor currently working for FDOT on the Channel Five Bridge Repair Project at MM 71.

Jan. 26, 2026

Harbour Drive Bridge: American Empire Builders completed the swales and placed sod in them at the Harbour Drive Bridge. The contractor completed the concrete caps on the walls and sheet pile under the bridge, installed bridge expansion joints, and installed the decorative ornaments this week. This week, the contractor will complete punch list items, including site cleanup, installation of plates on sidewalk expansion joints, touch-up painting, and painting the decorative ornaments

The contract date of substantial completion for the project is July 2, 2025. Work on the Harbour Drive Bridge is complete, except for punch-list items.   

Seaview Drive Bridge: General Asphalt/AEB poured the traffic railing along the road on the east end of Seaview Drive Bridge and formed and poured the moment slab along the edge of the roadway on the west end of the bridge.  The contractor will form and pour the remaining sidewalk on the bridge deck and along the shoulders of the bridge approaches this week, Jan. 26, and anticipates paving the structural asphalt course on the roadway at the Seaview Drive Bridge at the end of the week. General Asphalt is installing steel rebar for the traffic railing on the west end of the bridge; the concrete railing will be poured after the sidewalks are complete. 

The contract date of substantial completion is Jan. 6, 2026; the contractor anticipates completion by mid-February

The county is reviewing a change order to add resurfacing of West Seaview Drive from the intersection with Corsair Road to the Seaview Drive Bridge to the project. 

Jan. 12, 2026

Harbour Drive Bridge: American Empire Builders (AEB) formed and poured the concrete cap on the sheet-pile walls under the bridge and installed signage at the Harbour Drive Bridge. The contractor is working on the swales and will be placing sod to complete the area. Pea rock is being placed along the shoulders to restore the area. Completion of the concrete cap on the sheet pile wall and MSE wall, decorative ornaments, and punch list items remain.

Seaview Drive Bridge: General Asphalt/AEB formed and poured the concrete approach slab, moment slab, and sidewalk on the east end of the Seaview Drive Bridge and formed the rebar for the traffic railing as well. The MSE wall and roadway fill are complete on the west end of the bridge, and the contractor poured the approach slab on that side on Jan. 8. The contractor will form and pour the moment slab on the west side and continue with the traffic railing.

The contract date of substantial completion is Jan. 6, 2026; the contractor anticipates completion by Jan. 30.

Dec. 23, 2025

Harbour Drive Bridge: American Empire Builders (AEB) completed the deck grooving, painting, and final paving at the Harbour Drive Bridge the week of Dec. 15. The contractor completed the swales on each side of the bridge, and installed permanent striping on Dec. 22. AEB is pouring the concrete cap on the sheet pile wall on one side of the bridge on Dec. 23; the remaining side will be poured in early January along with installation of remaining signage, decorative ornaments on the bridge and sod placement.    

The contract date of substantial completion for the project is July 2, 2025. The contractor has completed all major work items and is expected to finish the remaining items in early January.   

Seaview Drive Bridge: General Asphalt/AEB formed and poured the concrete approach slab and moment slab on the east end of the Seaview Drive Bridge. The MSE wall and roadway fill is complete on the west end of the bridge, and the contractor is preparing to pour the concrete coping on the MSE wall, the approach slab and the moment slab the week of Jan. 5.  The concrete deck was grooved on Dec.17.

The contract date of substantial completion is January 6, 2026; the contractor anticipates a several-week delay.

Dec. 12, 2025

Harbour Drive Bridge: American Empire Builders (AEB) completed forming and pouring the sidewalk along the east lane of the Harbour Drive Bridge today; the concrete will cure, and the contractor anticipates opening the intersection on Corsair Road on Monday, Dec. 15. AEB is continuing to work on shaping the swales on the sides of the bridge. The contractor expects to complete concrete deck grooving, bridge painting, and final paving the week of Dec. 15. Deck grooving is tentatively scheduled for Tuesday, final paving on Wednesday, and painting on Friday, Dec. 19. There will be intermittent road closures and flagging operations to manage traffic during the deck grooving and the paving.

The contract date of substantial completion for the project is July 2, 2025. The contractor anticipates completing all major work in December 2025.  Final striping will occur once the asphalt has cured.

Seaview Drive Bridge: General Asphalt/AEB completed the MSE wall construction and roadway fill placement on the east end of the Seaview Drive Bridge and is tying the steel rebar and constructing forms for the approach slab and moment slab on that side of the bridge. The concrete pour for the approach slab is scheduled for Monday, Dec. 15, with the moment slab and traffic railing following that. The contractor is continuing to construct the MSE wall and roadway fill on the west side of the bridge and anticipates completing that work and beginning construction of the approach slab on that side by the end of next week.

The contract date of substantial completion is Jan. 6, 2026.

Nov. 25, 2025

Harbour Drive Bridge: American Empire Builders (AEB) formed and poured the moment slab and traffic railing on the northwest side of the Harbour Drive Bridge the week of Nov. 17. The contractor prepared the road for paving and completed the one-inch structural lift on the west lane on Nov. 25. AEB anticipates opening the bridge to two-way traffic on Nov. 26. The contractor is beginning construction of the sidewalk along the east lane and will be forming the swales adjacent to both sides of the bridge next week. The detour around the intersection on Corsair Road will remain in place until construction of the sidewalk is complete, which is anticipated to be at the end of next week.

The contract date of substantial completion for the project is July 2, 2025. The contractor’s most recent schedule indicates that they anticipate completing the project in December 2025.  

Seaview Drive Bridge: General Asphalt/AEB constructed the base and balusters for the decorative railing on the Seaview Drive Bridge during the week of Nov. 17 and are working on the MSE wall and roadway backfill on both sides of the bridge. The contractor anticipates completing the MSE wall and roadway fill next week and will pour the coping on the MSE walls and the top of the bridge railing. Once that is complete, General Asphalt/AEB will form the approach slabs and moment slabs on both sides.  

The contract date of substantial completion is Jan. 6, 2026.

Nov. 14, 2025

Harbour Drive Bridge: American Empire Builders (AEB) formed and poured the concrete traffic railing on the southwest end of the Harbour Drive Bridge and formed and poured the approach slab on the northwest end. The MSE wall on the northwest end is complete, and the contractor has placed and compacted the roadway fill on that side, except for the final lift. AEB is tying the steel rebar for the moment slab and traffic railing on the northwest side and anticipates pouring the concrete the week of Nov. 17, after which they will prepare the roadway for asphalt paving.  

The contract date of substantial completion for the project is July 2, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in December 2025.   

Seaview Drive Bridge: General Asphalt/AEB poured the concrete deck top on the Seaview Drive Bridge on Nov. 11 and is tying the steel to construct the decorative bridge railing. The contractor has completed approximately 50% of the MSE wall and approach roadway fill on the east side of the bridge and is removing fill and preparing to pour the level pad for the MSE wall on the west side of the bridge.

Vibration monitoring is occurring during work as required by the contract.

The contract date of substantial completion is Jan. 6, 2026.

Oct. 31, 2025

Harbour Drive Bridge: American Empire Builders (AEB) completed placement and compaction of fill for the approach roadway on the southwest end of the Harbour Drive bridge and installed the MSE wall and concrete coping on the wall. The contractor tied the steel for the approach slab and moment slab along the southwest roadway and poured the concrete for both slabs this week. Steel for the traffic railing on that side is being installed, and the contractor will begin pouring sections of the concrete next week. AEB will finish the fill and MSE wall on the northwest approach and will pour the coping the week of Nov. 3.  This work will be followed by tying the steel and forming and pouring the approach slab and moment slab on the northwest end.

The contract date of substantial completion for the project is July 2, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in December 2025.  

Seaview Drive Bridge: General Asphalt/AEB completed the end bent on the west side of the Seaview Drive Bridge on Oct. 21. The final five arch beams for the south lane were transported to the site and set into place on Oct. 29 and 30. The contractor crews are tying the steel for the bridge deck topping and have begun placing fill on the approach roadways to prepare to construct the level pad for the MSE walls.    

Vibration monitoring is occurring during work as required by the contract.

The contract date of substantial completion is Jan. 6, 2026.

Oct. 28, 2025

The final arch beam delivery for the Seaview Drive Bridge is scheduled for this week. The cranes are scheduled to be mobilized to the site and erected on Tuesday, Oct. 28, and the beams will be transported to the site and set on Wednesday and Thursday, Oct. 29 and 30. There will be intermittent road closures at the Seaview Drive Bridge when the beams are being lifted and placed in position.

Oct. 17, 2025

Harbour Drive Bridge: American Empire Builders completed the Harbour Drive bridge deck and railing and is working to place and compact the fill on approach roadways and to complete the MSE walls on both sides of the bridge. The contractor formed the steel for the concrete coping on the MSE wall on the east side of the bridge; the concrete pour is scheduled for Oct. 21. AEB crews are pre-tying the steel for the slabs and barrier walls that will be installed when the MSE walls and roadway fill are complete; the contractor anticipates forming and pouring the concrete approach slabs by the end of October.

The contract date of substantial completion for the project is July 2, 2025. The contractor’s most recent schedule indicates that they anticipate completing the project in December 2025.

Seaview Drive Bridge: General Asphalt/AEB completed concrete pile installation, cut the piles, and formed and poured the concrete end bent on the east end of the Seaview Drive bridge. Contractor crews completed sheet pile installation on the west end of the bridge and pre-drilled holes for the concrete piles on Oct. 13. The four concrete piles for the west side were delivered to the site on Oct. 14 and installed on Oct. 15. The end bent on the west side is being formed and the concrete pour is scheduled for Tuesday, Oct. 21. The final arch beam delivery is tentatively scheduled for Oct. 24 and 25, pending timely curing of the concrete end bent.    

Vibration monitoring is occurring during work as required by the contract.

The contract date of substantial completion is Jan. 6, 2026.

Oct. 3, 2025

Harbour Drive Bridge: American Empire Builders formed the steel for the concrete deck and formed the level pad for the MSE wall on the south end of the bridge. The concrete pour for the deck and the level pad on the south end took place on Sept. 23, and the level pad on the north end was poured on Oct. 1. The contractor is proceeding with constructing the MSE wall and roadway approaches on both sides. The balusters for the bridge railing are in place, and the contractor is installing the steel for the concrete railing cap, which is scheduled to be poured the week of Oct. 6. AEB crews are pre-tying the steel for the slabs and barrier walls that will be installed when the MSE walls and roadway fill are complete.

The county approved a change order in the amount of $32,780.79 for extra work needed to address unforeseen subsurface conditions consisting the presence of wood pilings, reinforced concrete and concreted debris during bridge foundation construction; this work and delays outside of the contractors control related to plans revision and work sequencing and FDOT permit issuance resulted in 71 days additional time granted, which revises the contract date of substantial completion to be July 2, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in December 2025.  

Seaview Drive Bridge: General Asphalt/AEB completed sheet pile installation on the east end of the Seaview Drive bridge and is installing the four concrete piles on that side today. Contractor crews are setting up and forming the template for sheet pile installation on the west end of the bridge. The sheet pile will be installed there the week of Oct. 8, followed by concrete pile installation. Once the piles are installed, the contractor will form and pour the concrete end bents to prepare for beam delivery, which is tentatively scheduled for the week of Oct. 22.

Sept. 19, 2025

Harbour Drive Bridge: American Empire Builders transported and set all five arch beams for the west lane of the Harbour Drive Bridge on Sept. 10 and 12. The contractor is forming the steel for the concrete deck and has formed the level pad for the MSE wall on the south end of the bridge. The concrete pour for the deck and the level pad is scheduled for Tuesday, Sept. 23. There will be intermittent closures at the Harbour Drive Bridge during the pour.  

The contractor’s most recent schedule indicates that they anticipate project completion in December 2025.   

Seaview Drive Bridge: General Asphalt/AEB demolished the south lane of the bridge, removed trees that conflicted with construction plans, and excavated remaining rip rap on the east side of the bridge. The surveyor was onsite on Thursday to lay out the location of the sheet pile. Equipment has been moved into place on the east side, and the contractor is constructing the template to begin driving sheet pile, which is scheduled for the week of Sept. 22. Upon completion of the east side, the contractor will move to the west side and complete the sheet pile installation.

Sept. 5, 2025

Harbour Drive Bridge: American Empire Builders poured the concrete end bent on the south end of the Harbour Drive Bridge on Aug. 27 and completed installation of the four concrete piles on the north end of the bridge on the same day. The contractor formed the steel and poured the concrete end bent on the north end and the level pads for the MSE wall panels in front of both bents on Sept. 3 and began installing the MSE wall panels in front of both bents. Delivery of the five arched beams for the west lane is scheduled to begin on Thursday, Sept. 11, and will continue for several days. Vibration monitoring is occurring during work as required by the contract.  

The contract date of substantial completion is April 22, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in December 2025.  

Seaview Drive Bridge: Traffic was shifted to the north lane of the Seaview Drive Bridge on Aug. 20. The contractor removed the wood deck from the south lane and is proceeding with demolishing the approach roadway on both sides of the south lane. This work will continue for the next few weeks and will be followed by the installation of sheet pile along the canal on both sides. Vibration monitoring is occurring during work as required by the contract.

The contract date of substantial completion is Jan. 6, 2026.

Aug. 22, 2025

Harbour Drive Bridge: American Empire Builders installed four concrete piles on the south end of the bridge on Aug. 13. The contractor cut the piles and began forming steel for the end bent on that side; the concrete pour is scheduled for the week of Aug. 25. The contractor pre-drilled holes on the north end and began installing concrete piles on Aug. 19; piles are scheduled to be completed the week of Aug. 25 and will be followed by end bent construction on that side. Delivery of the five arched beams for the west lane is scheduled for the first week of September. Vibration monitoring is occurring during work as required by the contract.  

The substantial completion date of the contract is April 22, 2025.  The contractor’s most recent schedule indicates that they anticipate project completion in November 2025.  

Seaview Drive Bridge: AEB/General Asphalt paved the north lane of the Seaview Drive bridge on Aug. 19; barriers and traffic control devices were moved, and traffic was shifted to the north lane on Aug. 20.  The contractor is proceeding with demolition of the south lane.  

The contract date of substantial completion is Jan. 6, 2026.

Aug. 8, 2025

Harbour Drive Bridge: American Empire Builders installed the sheet pile along the canal on the north side of the Harbour Drive Bridge, placed fill behind it to stabilize the area, and is proceeding with preparing the area for pre-drilling for concrete pile installation. The contractor pre-drilled holes for the four pre-cast concrete piles on the south side of the bridge and will begin driving the piles on Aug. 12. Vibration monitoring is occurring during work as required by the contract.

The contract date of substantial completion is April 22, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in November 2025.

Seaview Drive Bridge: General Asphalt/AEB formed the steel for the barrier wall, moment slab and approach slab on the west end of the bridge and poured the concrete for the moment and approach slabs on Aug. 6.  The barrier wall on the east side was also poured on Aug. 6. The concrete pour for the barrier wall on the west side is scheduled for Wednesday, Aug. 13. Once the concrete work is complete, the contractor will prepare the approaches for asphalt paving, which is tentatively scheduled for Aug. 18. Shifting the traffic control devices and opening the completed north lane will follow paving. 

The contract date of substantial completion is Jan. 6, 2026.

July 25, 2025

Harbour Drive Bridge: American Empire Builders installed the sheet pile along the canal on the south side of Harbour Drive Bridge and placed fill behind it to stabilize the area. The contractor will pre-drill holes for the pre-cast concrete piles, which are scheduled for delivery and installation the week of July 28. AEB is completing preparation for sheet pile installation on the north side and will begin installation July 28 to be followed by concrete pile installation.

The substantial completion date of the contract is April 22, 2025. The contractor’s most recent schedule indicates that they anticipate project completion in November 2025.  

Seaview Drive Bridge: General Asphalt/AEB completed the concrete deck and installed the decorative railing on the Seaview Drive Bridge. The MSE wall and roadway fill are complete on both sides of the bridge, and utilities were onsite the week of July 14 to install conduit through the approach and moment slabs. The contractor formed the steel for the barrier wall, moment slab, and approach slab on the east end and poured the concrete for the moment slab and approach slabs on July 23 and 24. Steel installation for the barrier wall, moment and approach slabs on the west end began July 24.

The tentative schedule for asphalt paving and traffic shift is approximately three weeks; updates will be provided as needed. 

The contract date of substantial completion is January 6, 2026

June 30, 2025

Harbour Drive Bridge: American Empire Builders excavated both ends of the west lane of the Harbour Drive Bridge and demolished the concrete end bents. The contractor is laying out the sheet pile locations in anticipation of driving the sheet pile this week. Once the sheet pile is installed, the contractor will proceed with predrilling to install the concrete piles.

The contract date of substantial completion is April 22, 2025.  The contractor’s most recent schedule indicates they anticipate project completion in November 2025.  

Seaview Drive Bridge: The four arch beams for the north lane of the bridge were delivered to the site and placed on the end bents on June 12 and 13.  The contractor is proceeding with constructing the MSE wall and placing and compacting fill to construct the approach roadways. General Asphalt/AEB formed the steel for the concrete deck, and the concrete pour occurred on Thursday, June 26. The contractor will continue with MSE wall and roadway construction and will coordinate with utilities to install conduit in the roadway and bridge deck.

The contract date of substantial completion is Jan. 6, 2026.

Weight Restrictions

As of Nov. 18, 2021, there are no weight restrictions on any of the Duck Key bridges. Florida Legal loads can cross all bridges on Duck Key.

Garbage Service Updates

Garbage service is not affected by bridgework.

Background

The Florida Department of Transportation (FDOT) inspectors advised that three interior Duck Key bridges that affect Harbour Island, Plantation Island, and Yacht Club Island need to be replaced. The Bimini Bridge, constructed in 1955, was already scheduled for replacement. County staff accelerated the bidding process for the Bimini Bridge with an estimated contract period to complete the replacement is 18 months. The County approved a strengthening plan for the existing north lane of the Bimini Bridge. This will allow one lane of traffic to cross while the south side of the permanent bridge is being constructed. The strengthened section will allow Florida legal weight limits to cross without a reduced weight load. Bimini Bridge affects Harbour, Plantation, and Yacht Club islands and also connects to the Harbour Drive and Seaview bridges.
